25th Special Sitting of the National Assembly of the Republic of Serbia, 11th Legislature

The Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 25th Special Sitting of the National Assembly of the Republic of Serbia, 11th Legislature for Wednesday, 10 July, starting at 10 am.


The Speaker specified the following agenda:

  1. Report on the implementation of the Law on Free Access to Information of Public Importance and the Law on Personal Data Protection in 2018, submitted by the Commissioner for Information of Public Importance and Personal Data Protection, accompanied by the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government,

  2. Ombudsman’s 2018 Regular Annual Report, submitted by the Ombudsman, accompanied by the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government, and

  3. Anti-Corruption Agency 2018 Activity Report accompanied by the Report on the implementation of the Republic of Serbia 2013-2018 National Anti-Corruption Strategy and Action Plan for its implementation, submitted by the Anti-Corruption Agency, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending and the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government.
The National Assembly commenced a single debate on item 1 on the agenda, presented by Stanojla Madnic, Deputy Commissioner for Information of Public Importance and Personal Data Protection, and Petar Petrovic, Chairman of the Committee on the Judiciary, Public Administration and Local Self-Government, as representatives of the submitters.

By the end of the day, the National Assembly completed the single debate on the Report on the implementation of the Law on Free Access to Information of Public Importance and the Law on Personal Data Protection in 2018, submitted by the Commissioner for Information of Public Importance and Personal Data Protection, accompanied by the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government.

On the second day of the proceedings, 11 July, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Prof. Dr Vojislav Seselj, Vladimir Djuric, Miletic Mihajlovic, Djordje Vukadinovic, Marijan Risticevic and Aleksandar Markovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then commenced and by the end of the day completed a single debate on the Ombudsman’s 2018 Regular Annual Report, submitted by the Ombudsman, accompanied by the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government, presented by Ombudsman MA Zoran Pasalic as representative of the submitter.

On the third day of the proceedings, 12 July, the National Assembly completed a single debate the Anti-Corruption Agency 2018 Activity Report accompanied by the Report on the implementation of the Republic of Serbia 2013-2018 National Anti-Corruption Strategy and Action Plan for its implementation, submitted by the Anti-Corruption Agency, accompanied by the Conclusion Proposal of the Committee on Finance, State Budget and Control of Public Spending and the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government.

The MPs were addressed by Director of the Anti-Corruption Agency Dragan Sikimic and Chairperson of the Committee on Finance, State Budget and Control of Public Spending Dr Aleksandra Tomic as representatives of the submitters.

As the National Assembly had completed a debate on all the items on the agenda, the Chair, National Assembly Deputy Speaker Prof. Dr Vladimir Marinkovic set Monday, 15 July, as Voting Day on all the items on the agenda of the 25th Special Sitting of the National Assembly of the Republic of Serbia, 11th Legislature, starting at 9.45 am.

Voting Day

On Voting Day, 15 July, by majority vote, the National Assembly passed the Conclusion Proposal on the Report on the implementation of the Law on Free Access to Information of Public Importance and the Law on Personal Data Protection in 2018, submitted by the Committee on the Judiciary, Public Administration and Local Self-Government.

The National Assembly also passed the Conclusion Proposal on the Ombudsman’s 2018 Regular Annual Report, submitted by the Conclusion Proposal of the Committee on the Judiciary, Public Administration and Local Self-Government, and the conclusion proposals on the Anti-Corruption Agency 2018 Activity Report accompanied by the Report on the implementation of the Republic of Serbia 2013-2018 National Anti-Corruption Strategy and Action Plan for its implementation, submitted by the Committee on Finance, State Budget and Control of Public Spending and the Committee on the Judiciary, Public Administration and Local Self-Government.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 25th Special Sitting of the National Assembly of the Republic of Serbia, 11th Legislature.
