25th Sitting of the of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction

At the sitting held on 19 June, the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction discussed in principle eight bills in its purview submitted by the Government.


The bills concerning labour law – the Bill amending and modifying the Law on Employment of Foreigners, Bill on Simplified Employment for Seasonal Jobs, Bill amending and modifying the Law on Requirements for Assignment of Employees to Temporary Work Abroad and their Protection and Bill amending and modifying the Law on Peaceful Resolution of Labour Disputes, were presented by Bojana Stanic, acting Assistant Minister of Labour, Employment, Veteran and Social Affairs. She said that the bills simplify the procedure for employment of foreigners i.e. seasonal workers, prevent abuse and suppress grey economy, while the Bill amending and modifying the Law on Peaceful Resolution of Labour Disputes further regulates the area.

Following a debate the Committee members proposed that the National Assembly accept the abovementioned bills.

The Committee members were then presented the Bill amending and modifying the Law on Rights of Veterans, Disabled Veterans and Members of their Families, Bill amending and modifying the Law on Fundamental Rights of Veterans, Disabled Veterans and Families of Fallen Soldiers and the Bill on War Memorials. State Secretary at the Ministry of Labour, Employment, Veteran and Social Affairs Negovan Stankovic said that the Bill amending and modifying the Law on Rights of Veterans, Disabled Veterans and Members of their Families establishes as fundamental rights the right to monthly compensation, nursing allowance and family allowance. These rights are ascertained based on the beneficiaries and their families’ monthly income in the previous year or the first month after income was acquired if no income was earned in the previous year.

The Bill amending and modifying the Law on Fundamental Rights of Veterans, Disabled Veterans and Families of Fallen Soldiers stipulates the right to veterans’ allowance, personal, familial and increased family disability allowance, care allowance and unemployment benefits. Negovan Stankovic said these rights are ascertained as the percentage of an average net salary in the Republic of Serbia in the previous month as ascertained by the Republic Statistical Office.

The Bill on War Memorials regulates the states’ duties as regards the protection of war memorials, their running maintenance and its financing, keeping records, as well as removal and erection of new war memorials said the State Secretary.

Following a constructive debate the Committee members proposed that the National Assembly accept the abovementioned bills.

The Bill amending and modifying the Law on Financial Support to Families with Children was presented by State Secretary at the Ministry of Labour, Employment, Veteran and Social Affairs Nenad Eric said that the amendments concern the amount, payment and increase of the parental allowance as an incentive to combat one of the biggest problems in the state – failing birth rates.

The Committee members proposed that the National Assembly accept the Bill amending and modifying the Law on Financial Support to Families with Children.

Dr Vlado Babic and Milena Corilic.
