24th Sitting of the of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction

At the sitting held on 12 June, the members of the Committee on Labour, Social Issues, Social Inclusion and Poverty Reduction reviewed the Ministry of Labour, Employment, Veteran and Social Affairs activity information for the period 1 October – 31 December 2017 and 1 January – 31 March 2018.


The activity information was presented by state secretaries at the Ministry of Labour, Employment, Veteran and Social Affairs Stana Bozovic and Negovan Stankovic who briefed the Committee members on the social welfare, employment and migrant crisis-related normative and program activities realized in the reporting period. Stana Bozovic said that Serbia is pursuing a responsible social and population policy and has taken it upon itself to create an environment conducive to boosting the birth rate.

Committee Chairperson Milanka Jevtovic Vukojicic said that the Ministry had disposed of its funds in a responsible manner channelling 72% of it to the end users, especially families with children. She also commended the efficiency of the labour inspectorate in suppressing illegal employment and the introduction of integrated inspections which supervise the legality of employment as well as occupational health and safety at the place of employment.

Following a debate the Committee members accepted the Ministry of Labour, Employment, Veteran and Social Affairs activity information for the period 1 October – 31 December 2017 and 1 January – 31 March 2018.

The Committee went on to review the Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Russian Federation, presented by acting Minister of Labour, Employment, Veteran and Social Affairs Zoran Milosevic who said that the Agreement concerns the nationals of the signatory countries and their families living on the territory of one of the signatories. This means that the rights and duties of Serbian nationals working in the Russian Federation are equated with those of Russian nationals as regards old-age pension, early pension, disability and family pension, injury at work or occupational illness and compensation of funeral costs.

Following a short debate the Committee members ruled by majority vote to propose that the National Assembly accept the Bill on the Confirmation of the Social Security Agreement between the Republic of Serbia and the Russian Federation.

The Committee also reviewed the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Slovenia on the Employment of Serbian Nationals in the Republic of Slovenia which regulates the conditions for and volume of employment of Serbian nationals in the Republic of Slovenia, work permit issuance procedure and the rights and duties of the Slovenian employer and Serbian national employed in Slovenia.

The Committee members ruled by majority vote to propose that the National Assembly accept the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Slovenia on the Employment of Serbian Nationals in the Republic of Slovenia.

The sitting was chaired by Committee Chairperson Milanka Jevtovic Vukojicic and attended by the following Committee members and deputy members: Dragan Savkic, Sandra Bozic, Prim. Dr Branimir Rancic, Gorica Gajic, Tatjana Macura, Bojan Torbica, Dr Predrag Jelenkovic, Prim. Dr Vlado Babic and Milena Corilic.
