At the sitting held on 3 March 2025, the members of the Committee on Finance, State Budget and Control of Public Spending considered a number of bills on the agenda of the First Sitting of the First Regular Session of the National Assembly of the Republic of Serbia in 2025.
The Committee members accepted the proposal of Committee Chairman Veroljub Arsic to retract item 2 from the agenda of the sitting, that is the Bill amending and modifying the Law on Special Procedures for the Realization of the International Specialized Exhibition EXPO BELGRADE 2027, pursuant to articles 76, 82 and 92, paragraph 2 of the national Assembly Rules of Procedure, and to include into the agenda five new bills as items 13, 14, 15, 16 and 17.
By majority vote, the Committee accepted the proposal of Committee Chairman Veroljub Arsic to complete a joint and single debate on all the items on the agenda.
Representative of the submitter, Slavica Savicic, State Secretary at the Ministry of Finance, presented in principle, the Bill Establishing a Guarantee Scheme and Subsidizing Part of the Interest as a Measure to Support Young People in Purchasing their First Residential Property, Bill amending and modifying the Income Tax Law and the Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism.
Representative of the submitter, Ana Tripovic, State Secretary at the Ministry of Finance, presented in principle, the Bill on indebtedness of the Republic of Serbia with UniCredit Bank Srbija AD Belgrade for the financing of the Ruma-Sabac-Loznica Project, Bill on the indebtedness of the Republic of Serbia with Banca Intesa AD Belgrade for the financing of the Ruma-Sabac-Loznica Project, Bill on the Confirmation of the Reform and Growth Facility for the Western Balkans Loan Agreement between the European Union represented by the European Commission as Lender and the Republic of Serbia as Borrower and the National Bank of Serbia as Fiscal Agent to the Borrower, Bill on the Confirmation of the Loan Agreement (Additional Financing for the Serbia Accelerating Innovation and Growth Entrepreneurship Project) between the Republic of Serbia and the International Bank for Reconstruction and Development, Bill on the Confirmation of the Credit Facility Agreement N°CRS1029 01 H between Agence Française de Developpement and the Republic of Serbia, Bill on the Confirmation of the Loan Agreement Serbian Solid Waste Programme Phase III between the Republic of Serbia and the European Investment Bank, Bill on the Confirmation of the Credit Facility Agreement N°CRS1028 01 G between Agence Française de Developpement as the Lender and the Republic of Serbia as the Borrower for Project “Phase 2 of the Serbia Railway Sector Modernization Programme”, Bill on the Confirmation of the Guarantee Agreement EPS Vlasinske Hydropower Plant Rehabilitation between the Republic of Serbia and the European Investment Bank, Bill on the Confirmation of the Loan Agreement between KfW, Frankfurt am Main ("KfW") and the Republic of Serbia represented by the Government of the Republic of Serbia by and through the Ministry of Finance for project “Efficient Water and Sanitation Programme for Green and Resilient Cities in Serbia” (“Green Cities”) (DKTI) and the Bill on the Confirmation of the Loan Agreement (Novi Sad Solar-Thermal Plant Project) between the Republic of Serbia and the European Investment Bank.
The Bill on Borrowing of the Republic of Serbia from OTP Banka Serbia A.S. Novi Sad for the Needs of Financing the Project for the Construction of the High-Speed Transport Line, Section Pozarevac – Golubac (Danubian Highway) and the Bill amending and modifying the Law on Prevention of Money Laundering and Financing of Terrorism were also presented in principle, as were the Bill on the Confirmation of the EPS GREEN FINANCING A Finance Contract between the Republic of Serbia and the European Investment Bank and the Bill on the Confirmation of the Guarantee Agreement between EUROFIMA European Company for the Financing of Railroad Rolling Stock and the Republic of Serbia, acting through the Ministry of Finance, regarding Government Guarantee under Article 5 Eurofima Convention.
Following the debate, the Committee accepted all the bills, with the proposition that the National Assembly accept, in line with Article 155, paragraph 3 of the National Assembly Rules of Procedure, the Bill Establishing a Guarantee Scheme and Subsidizing Part of the Interest as a Measure to Support Young People in Purchasing their First Residential Property, in principle, with the amendment submitted by the Government to Article 14 of the Bill, as well the Bill amending and modifying the Income Tax Law, with the amendment submitted by the Government to Articles 3 of the Bill.
The sitting was also attended by representatives of the Ministry of Mining and Energy.
