16th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015

The 16th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015 was convened for Monday, 27 July, at the request of the Government of the Republic of Serbia, starting at 10 am.


The request to hold the session specified the following agenda:

1. Bill on Special Conditions of Sale of Certain Real Estate Owned by the Republic of Serbia, submitted by the Government;
2. Bill on Payment Transactions of Legal Entities, Entrepreneurs and Physical Entities Not Engaged in Activity, submitted by the Government;
3. Bill amending and modifying the Public Procurement Law, submitted by the Government;
4. Bill amending and modifying the Public Debt Law, submitted by the Government;
5. Bill amending and modifying the Law on Deadlines for Settlement of Pecuniary Liabilities in Commercial Transactions, submitted by the Government;
6. Bill on the Confirmation of the Agreement amending and modifying the Financial Agreement between the Republic of Serbia and the European Investment Bank for Project Clinical Centres/A, submitted by the Government;
7. Bill on the Confirmation of the Agreement amending and modifying the Financial Agreement between the Republic of Serbia and the European Investment Bank for Project Clinical Centres/B, submitted by the Government;
8. Bill on Manner of Determining the Maximum Number of Public Sector Employees, submitted by the Government;
9. Bill on Register of Persons Employed, Elected, Nominated, Appointed and Hired with Public Funds Beneficiaries, submitted by the Government;
10. Bill on Road Transport of Goods, submitted by the Government;
11. Bill on Road Transport of Passengers, submitted by the Government;
12. Bill on Textbooks, submitted by the Government;
13. Bill amending the Law on Higher Education, submitted by the Government;
14. Bill amending the Law on the Basis of the System of Education and Upbringing, submitted by the Government.

The National Assembly accepted the proposal of Member of Parliament MA Igor Becic to complete a joint debate in principle and single debate on items 1 through 9 on the agenda, joint debate in principle on items 10 and 11 and joint debate in principle on items 12, 13 and 14 on the agenda.

The National Assembly then proceeded to commence the joint debate in principle and single debate on items 1 through 9 on the agenda.

The bills were elaborated by Minister of Finance Dr Dusan Vujovic and Deputy Prime Minister and Minister of Public Administration and Local Self-Government Dr Kori Udovicki.

The National Assembly concluded the joint debate in principle and single debate on the first nine items on the agenda by the end of the day.

On the second day of the proceedings, 28 July, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Olena Papuga, Dr Ivan Bauer, Blagoje Bradic, Gordana Comic and Dr Darko Laketic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

Before recess, the National Assembly commenced and concluded a joint debate in principle on the Bill on Road Transport of Goods and the Bill on Road Transport of Passengers.

On the behalf of the submitter the session was attended by Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic who provided the rationale for the bills.

After recess, the National Assembly completed a joint debate in principle on the Bill on Textbooks, Bill amending the Law on Higher Education and the Bill amending the Law on the Basis of the System of Education and Upbringing.

The bills were elaborated on the behalf of the submitter by Minister of Education Science and Technological Development Dr Srdjan Verbic.

On the third day of the proceedings, 29 July, the National Assembly completed a debate on the amendments submitted to the Bill on Special Conditions of Sale of Certain Real Estate Owned by the Republic of Serbia.

The National Assembly also completed a debate on the amendments submitted to the Bill on Payment Transactions of Legal Entities, Entrepreneurs and Physical Entities Not Engaged in Activity, and the amendments submitted to the Bill amending and modifying the Public Procurement Law.

By the end of the day, the National Assembly had completed a debate on the amendments submitted to the bills amending and modifying the Public Debt Law, amending and modifying the Law on Deadlines for Settlement of Pecuniary Liabilities in Commercial Transactions, on Manner of Determining the Maximum Number of Public Sector Employees and on Register of Persons Employed, Elected, Nominated, Appointed and Hired with Public Funds Beneficiaries.

On the fourth day of the session, 30 July, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Dr Ljiljana Kosoric, Dr Blagoje Bradic, Dubravka Filipovski, Gordana Comic and Miodrag Linta, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly then proceeded to commence a debate in detail on the Bill on Road Transport of Goods and the Bill on Road Transport of Passengers.

By the end of the day, the National Assembly concluded the debate in detail on items 11 and 12 on the agenda.

On the fifth day of the proceedings, 31 July, the National Assembly completed a debate in detail on the Bill on Textbooks, Bill amending the Law on Higher Education and the Bill amending the Law on the Basis of the System of Education and Upbringing.

As the National Assembly completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker MA Igor Becic, set Friday, 31 July, as Voting Day on all the items on the agenda for the 16th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, starting at 4.50 pm.

Voting Day

On Voting Day, 31 July, by majority vote, the National Assembly passed the Bill on Special Conditions of Sale of Certain Real Estate Owned by the Republic of Serbia, Bill on Payment Transactions of Legal Entities, Entrepreneurs and Physical Entities Not Engaged in Activity, Bill amending and modifying the Public Procurement Law, Bill amending and modifying the Public Debt Law and the Bill amending and modifying the Law on Deadlines for Settlement of Pecuniary Liabilities in Commercial Transactions.

By majority vote, the MPs also passed the Bill on the Confirmation of the Agreement amending and modifying the Financial Agreement between the Republic of Serbia and the European Investment Bank for Project Clinical Centres/A and the Bill on the Confirmation of the Agreement amending and modifying the Financial Agreement between the Republic of Serbia and the European Investment Bank for Project Clinical Centres/B.

On Voting Day, the National Assembly also adopted the Bill on Manner of Determining the Maximum Number of Public Sector Employees, Bill on Register of Persons Employed, Elected, Nominated, Appointed and Hired with Public Funds Beneficiaries, Bill on Road Transport of Goods and Bill on Road Transport of Passengers, by majority vote.

On Voting Day, by majority vote, the MPs also adopted the Bill on Textbooks, Bill amending the Law on Higher Education and Bill amending the Law on the Basis of the System of Education and Upbringing.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 16th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015.
