15th Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 26 May, the members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications conducted a joint single debate on all the items on the agenda.


Mirjana Trifunovic, acting assistant minister in the rail transport sector, presented the Proposal of the Decision on 2017-2021 Public Rail Infrastructure National Programme, submitted by the Government. She said that the act aims to, in line with the Law on Railways, complete the planning of construction, reconstruction and maintenance of the rail infrastructure. It would also pinpoint the priorities of development, construction, reconstruction and maintenance of the rail infrastructure. The adoption of this act realizes the National Assembly’s authority to, at the Government’s proposal, decide on the national programme pursuant to the Law on Railways. Trifunovic said that in addition to loans, bilateral arrangements and the budget, the state is making a great effort to secure funding from the EU pre-accession funds.

The representatives of the Ministry of Construction, Transport and Infrastructure said that the Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the Hong Kong Special Administrative Region of the People’s Republic of China, submitted by the Government, concerns the standard regulation of the two countries’ relations as regards the approval of certain aviation liberties.

The Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of Croatia on Delegation of Responsibility for Provision of Air Traffic Services concerns the airlines’ need to land at Osjek and Nikola Tesla airports due to strong winds. The Serbian Air Traffic Control would have the liberty to guide flights over part of the Republic of Croatia and land at Nikola Tesla in Belgrade, and vice versa.

The Bill on the Confirmation of the Agreement amending the Agreement between the Government of the Republic of Serbia and the Government of the Russian Federation on International Road Transport concluded by exchange of notes concerns the liberalization of transit in the carriage of objects.

The Committee members accepted all four of the Bills and appointed Committee Chairperson Katarina Rakic as rapporteur.

The sitting was chaired by Committee Chairperson Katarina Rakic and attended by the following Committee members and deputy members: Ivana Nikolic, Ivana Stojiljkovic, Dr Vladimir Orlic, Dalibor Radicevic, Jasmina Karanac, Ognjen Pantovic, Stefana Miladinovic and Zoran Milekic.
