15th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature

At the request of 159 MPs, the Speaker of the National Assembly of the Republic of Serbia Maja Gojkovic convened the 15th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature, for Monday, 22 July, starting at 10 am.


The request to hold the session specified the following agenda:

  1. Bill amending and modifying the Law on Enforcement and Security, submitted by the Government;

  2. Bill amending and modifying the Law on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces, submitted by the Government;

  3. Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Joint Controls at International Road Transport Border Crossing Presevo (Republic of Serbia) – Tabanovce (Republic of North Macedonia), submitted by the Government;

  4. Proposal of the Decision on the termination of office of Commissioner for Information of Public Importance and Personal Data Protection, submitted by the Culture and Information Committee, and

  5. Proposal of the Decision on the Election of Commissioner for Information of Public Importance and Personal Data Protection, submitted by the Culture and Information Committee.
The National Assembly accepted the proposal of MP Dr Aleksandar Martinovic to complete a joint debate in principle and single debate on items 2 and 3 and a joint single debate on items 4 and 5 on the agenda.

The National Assembly proceeded to commence a debate in principle on the Bill amending and modifying the Law on Enforcement and Security, presented by Minister of Justice Nela Kuburovic as representative of the submitter.

By the end of the workday, the National Assembly completed the debate in principle on item 1 on the agenda.

On the second day of the proceedings, 23 July, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Aleksandar Seselj, Bojan Torbica, Aleksandar Stevanovic, Djordje Vukadinovic, Miletic Mihajlovic and Marko Parezanovic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly went on to complete a joint debate in principle and single debate on items 2 and 3 on the agenda – the Bill amending and modifying the Law on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Joint Controls at International Road Transport Border Crossing Presevo (Republic of Serbia) – Tabanovce (Republic of North Macedonia).

Representative of the submitter, Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic, presented the Bills.

On the third day of the proceedings, 24 July, the National Assembly completed a joint single debate on the Proposal of the Decision on the termination of office of Commissioner for Information of Public Importance and Personal Data Protection and the Proposal of the Decision on the Election of Commissioner for Information of Public Importance and Personal Data Protection.

The decision proposals were presented by the Chairman of the Culture and Information Committee Mirko Krlic, representative of the submitter.

The National Assembly went on to commence and conduct for the remainder of the day a debate in detail on the Bill amending and modifying the Law on Enforcement and Security.

On the fourth day of the proceedings, 25 July, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Nada Lazic, Aleksandar Seselj, Dr Vesna Ivkovic, Marijan Risticevic and Ivana Nikolic requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

The National Assembly continued and by the end of the day concluded the debate in detail on the Bill amending and modifying the Law on Enforcement and Security.

On the fifth day of the proceedings, 26 July, the National Assembly commenced and concluded a debate in detail on the Bill amending and modifying the Law on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces.

As the National Assembly had completed a debate on all the items on the agenda, the Chair, National Assembly Speaker Maja Gojkovic set Friday, 26 July, as Voting Day on all the items on the agenda of the 15th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th legislature, starting at 6 pm.

Voting Day

On Voting Day, 26 July, by majority vote, the National Assembly adopted the Bill amending and modifying the Law on Enforcement and Security, Bill amending and modifying the Law on Special Conditions for Realization of Project Housing Construction for Members of the Security Forces and the Bill on the Confirmation of the Agreement between the Government of the Republic of Serbia and the Government of the Republic of North Macedonia on Joint Controls at International Road Transport Border Crossing Presevo (Republic of Serbia) – Tabanovce (Republic of North Macedonia).

The MPs also adopted the Proposal of the Decision on the termination of office of Commissioner for Information of Public Importance and Personal Data Protection and the Proposal of the Decision on the Election of Commissioner for Information of Public Importance and Personal Data Protection, submitted by the Culture and Information Committee. Milan Markovic was elected Commissioner for Information of Public Importance and Personal Data Protection.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 15th Extraordinary Session of the National Assembly of the Republic of Serbia, 11th Legislature.
