14th Sitting of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications

At the sitting held on 17 May, the members of the Committee on Spatial Planning, Transport, Infrastructure and Telecommunications reviewed the Ministry of Trade, Tourism and Telecommunications activity reports for the periods 1 July 2016 - 30 September 2016, 1 October 2016 – 21 December 2016, and 1 January 2017 – 31 March 2017.


The representatives of the Ministry of Trade, Tourism and Telecommunications presented said reports to the Committee members.

Assistant Minister Sava Savic said that the draft law on electronic document, electronic identification and trust services for electronic transactions, drafted in cooperation with the Ministry of Economy, has been sent to the Government for consideration, and that it, in addition to incorporating the existing Law on Electronic Transactions, Law on Electronic Document and the Law on Electronic Signature, also regulates trust services in the sense of delivery and storage of electronic documents and regulates the creation of electronic document and all pertaining to the processing of said document.

Savic went on to inform the Committee members that the Ministry of Trade, Tourism and Telecommunications had drafted the 2017-2020 IT Industry Development Strategy focusing on systemic support to the sector through HR development.

He said that due to a lack of expert staff in schools, a series of IT trainings in line with European standards had been held to strengthen capacities and launch digital classrooms in elementary schools in Serbia. The training was attended by 735 elementary and 228 high-school teachers.

The Ministry representative also informed the Committee members that the National Contact Centre for Online Safety of Children was founded on 27 February 2017 to make it possible for everybody, including children, to report Internet abuse and get advice.

Savic said that in the period in question a series of regulations were passed concerning ICT system protection measures which came into force in 3 March, and that all relevant institutions are legally bound to implement them.

He informed the Committee members about the visit of Ministry of Trade, Tourism and Telecommunications representatives to India which resulted in the signing of a Memorandum of Understanding in the field of information technology and electronics with the Indian Ministry of Electronics and Information Technology.

Ministry of Trade, Tourism and Telecommunications representative Tatjana Andan informed the Committee members on the activities concerning postal services, saying that the Ministry had prepared the 2017-2020 Postal Service Development Strategy Proposal which had gone through public debate and is expected to be adopted by the end of the month.

The Ministry also worked on the draft law on postal services which had also been through public debate and received positive responses from all the relevant ministries and institutions.

Speaking of the draft law on electronic communication, it was said to be a modern, systemic law aiming to regulate this field crucial for the development of the economy and improvement of the Serbian citizens’ day-to-day lives. It improves and hones some of the provisions of the existing law.

Following the ensuing discussion, the Committee members adopted the Ministry of Trade, Tourism and Telecommunications activity reports for the periods in question.

The Committee went on to accept the proposal of the Working Group for civic petitions regarding the eight petitions it had received and forwarded them along for further handling.

The sitting was chaired by Committee Chairperson Katarina Rakic and attended by the following Committee members and deputy members: Ivan Karic, Aleksandar Stevanovic, Stefana Miladinovic, Dragan Jovanovic, Zoran Milekic, Ivana Stojiljkovic, Dalibor Radicevic, Jasmina Karanac, Ognjen Pantovic, Jovo Ostojic, Jovica Jevtic, Dr Dragan Vesovic and Snezana B. Petrovic.
