14th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015

The 14th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015 was convened for Tuesday, 21 July, at the request of the Government of the Republic of Serbia, starting at 1 pm.


The request to hold the 14th Extraordinary Session specified the following agenda:

1. Bill on Investigation of Air, Rail and Water Traffic Accidents,
2. Bill modifying the Law on Obligations and the Basics of Property Relations in Air Transport,
3. Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the United States of America,
4. Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and the Republic of Turkey,
5. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Turkey on Mutual Legal Assistance in Criminal Matters,
6. Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Turkey on Mutual Legal Assistance in Civil and Commercial Matters,
7. Proposal of the Decision on the Election of Republic Public Prosecutor.

On the first day of the session, before moving on to the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Enis Imamovic, Olena Papuga, Aleksandar Cotric, Dr Blagoje Bradic, Gordana Comic and Aleksandar Markovic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

By majority vote, the National Assembly accepted the proposal of MP Zoran Babic to complete a joint debate in principle and single debate on items 1, 2 and 3 on the agenda.

The MPs then commenced the joint debate in principle and single debate, and the bills were elaborated, on the behalf of the submitter, by Deputy Prime Minister and Minister of Construction, Transport and Infrastructure Prof. Dr Zorana Mihajlovic.

By the end of the day, the National Assembly had concluded the joint debate in principle and single debate on items 1, 2 and 3 on the agenda.

On the second day of the proceedings, 22 July, the National Assembly completed a joint single on the Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and the Republic of Turkey, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Turkey on Mutual Legal Assistance in Criminal Matters and the Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Turkey on Mutual Legal Assistance in Civil and Commercial Matters.

By the end of the day, the National Assembly had also completed a debate on the Proposal of the Decision on the Election of Republic Public Prosecutor.

On the behalf of the submitter, the sitting was attended by Minister of Justice Nikola Selakovic who provided the rationale on the proposed acts.

On the third day of the proceedings, 23 July, before moving onto the agenda, the heads i.e. authorised representatives of the parliamentary groups, MPs Nada Lazic, Enis Imamovic, Zika Gojkovic, Dragan Jovanovic, Balsa Bozovic and Dejan Nektarijevic, requested information and explanations in line with article 287 of the National Assembly Rules of Procedure.

By the end of the day, the National Assembly had completed a debate in detail on the Bill on Investigation of Air, Rail and Water Traffic Accidents and the Bill modifying the Law on Obligations and the Basics of Property Relations in Air Transport.

As the National Assembly had completed the debate, in principle and in detail, on all the items on the agenda, the Chair, National Assembly Deputy Speaker Konstantin Arsenovic, set Thursday, 23 July, as Voting Day on all the items on the agenda for the 14th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015, starting at 6.07 pm.

Voting Day

On Voting Day, 23 July, by majority vote, the National Assembly passed the Bill on Investigation of Air, Rail and Water Traffic Accidents, Bill modifying the Law on Obligations and the Basics of Property Relations in Air Transport, Bill on the Confirmation of the Air Transport Agreement between the Government of the Republic of Serbia and the Government of the United States of America, Bill on the Confirmation of the Extradition Agreement between the Republic of Serbia and the Republic of Turkey, Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Turkey on Mutual Legal Assistance in Criminal Matters, and the Bill on the Confirmation of the Agreement between the Republic of Serbia and the Republic of Turkey on Mutual Legal Assistance in Civil and Commercial Matters.

The National Assembly also adopted the Proposal of the Decision on the Election of Republic Public Prosecutor and elected Zagorka Dolovac Republic Public Prosecutor by 154 votes. The National Assembly Speaker then wished her success, on the behalf of the MPs and herself.

The National Assembly Speaker informed the MPs that National Assembly Deputy Speaker Igor Becic had retracted all the reprimands issued to the MPs in the course of the day.

On Voting Day, the National Assembly also ruled on the violations of the Rules of Procedure the MPs complained of in the course of the session and decided that none of the provisions of the Rules of Procedure had been violated.

As the National Assembly had completed the debate on all the items on the agenda and ruled on them, National Assembly Speaker Maja Gojkovic concluded the 14th Extraordinary Session of the National Assembly of the Republic of Serbia in 2015.
